The General Plan update process provides the opportunity for the community to participate in defining future needs, identifying community priorities, and addressing the opportunities and challenges facing the City of Eureka.

The following Special Study Sessions are tentatively scheduled.  These Sessions are designed to be informational only, and introduce Draft GPU Goals and Policies to the City Council and Planning Commission.    All meetings are held in the Council Chamber, 2nd Floor, Eureka City Hall, 531 K Street, Eureka.

Stakeholder Interviews

Stakeholder Interviews were conducted at the outset of the General Plan Update process to receive initial input on community issues, challenges, perceptions and objectives. A broad range of representative stakeholders were interviewed. All stakeholder input will be confidentially summarized into a report and posted below when complete.  

Community Workshops

Workshops will be conducted at key benchmarks during the General Plan Update process. At each workshop a range of exercises and other opportunities will be set up to allow all members of the community to participate and actively provide input. Please see below for information on upcoming and past workshops.

The first Community Workshop was held on Tuesday, February 11, 2014, from 6pm – 8pm at the Wharfinger Building located at #1 Marina Way in Eureka. Participants were asked to define the issues to be addressed in the General Plan, where there are opportunities for change in the community, and to help define the key objectives for the update process. Input received will be summarized into the Issues and Objectives Report.

The second Community Workshop was held on Tuesday, April 28th, 2015, from 5:30 to 7:30 at the Wharfinger Building located at #1 Marina Way in Eureka.  The workshop allowed participants to weigh in on land use alternatives for key opportunity areas within the City, as well as for the potential annexation areas.  Participants were able to provide input on general policy direction.

Virtual Town Halls

“Virtual Town Halls” will be held to provide the community a web based avenue to access information and provide input on the General Plan Update. Please click on Virtual Town Halls for information on upcoming and past Town Halls.

The first Virtual Town Hall was available from February 10, 2014 to February 24, 2014. Participants were asked about their thoughts on the issues that need to be addressed in the General Plan, where there are opportunities for change in the community, and to help define the key objectives for the update process. Input received will be summarized into the Issues and Objectives Report.  

The second Virtual Town Hall was available from April 27th, 2015 to May 8th, 2015.  Participants were asked about their thoughts regarding land use alternatives for key opportunity areas within the City, as well as for the potential annexation areas.  Participants were able to answer survey questions on general policy direction.

Focus Group Meetings

Focus Group Meetings will be held to provide specialized input on specific topics, in particular economic development and homelessness. Focus Group members will be selected by the City Council.

City Council/Planning Commission
Check‐in Sessions and Hearings

At critical benchmarks during the General Plan Update process, check‐in sessions will be held with the City Council and Planning Commission to update progress and to confirm information and direction generated. In addition, formal Public Hearings will be scheduled to consider adoption of the updated General Plan, Housing Element, Local Coastal Program Land Use Plan, and Climate Action Plan, as well as certification of the program Environmental Impact Report. The community is invited to attend and participate in Check‐in Sessions and Public Hearings. Please see below for past and upcoming sessions and hearings.
